The Office of Performance Improvement & Innovation is a new unit at the California Department of Justice DOJ, with a mission to help empower the CA DOJ to deliver a more effective, efficient, and equitable justice system and improve constituent services for all Californians through the deployment of 21st century approaches and tools.
The Chief Performance Improvement & Innovation Officer will be the Director of this new office, and will lead the effort to build out performance improvement, innovation, and transformational change capacities at DOJ. In this position, you’ll be charged with setting the priorities of the new office, building a team and attracting talent, developing service offerings to meet core agency needs, and advancing the mission of the office and agency as the leader of this new start-up team. You will collaborate closely with agency leadership, leading efforts to improve service quality, and developing, evangelizing and delivering 21st century tools to solve agency challenges.
Under the general direction of the Chief Deputy and Associate Attorney General, the Chief Performance Improvement & Innovation Officer will lead the Attorney General's team devoted to identifying departmental opportunities and problems, providing an active performance management role, making policy recommendations for implementation, and installing new services to meet the core needs of the California Department of Justice and constituents. In this role you will consult internally and advise Departmental leadership regarding audits, performance evaluations, risk assessments and internal monitoring and controls. This position represents the Attorney General before other state, federal, and local agencies with regard to audits and improvement projects conducted by external organizations You’ll also serve as an expert and educator in your discipline, establishing new practices that can work across units and providing guidance and training for the Office of Performance Improvement & Innovation as well as agency staff.

The Chief Data Officer (civil service title: Staff Services Manager II) serves as a nonsupervisory expert and will coordinate with the Department’s effort in strategic planning, organizational effectiveness and managing data as a strategic asset, making data available and usable to strengthen the Department’s effectiveness in carrying out its missions. Under the general direction of the Director, the Chief Data Officer will work with management to support the Department’s strategic and analytical data needs, bolster core performance management functions, expand the use of data and supporting technology, and create a commitment to transparency in how the Department works and supports it programs.
The Chief Data Officer will make recommendations to management regarding data strategy, including but not limited to: project objectives and purpose(s), performance management initiatives, policy, and data management practices. They’ll assist in the implementation of appropriate structural, cultural and technological supports for successful organizational growth. Additionally they will work in conjunction with management and program staff to identify and implement data solutions to meet business and departmental needs.

As a founding member of this new office, the Performance Manager will help build out performance improvement, innovation, and transformational change capacities at DOJ.
The ideal Performance Manager candidate is someone who wants to apply their performance auditing and organizational development knowledge in a dynamic environment where you’ll be empowered to create change that leads to more efficient, effective, accountable government. You’re someone who embraces detail-oriented analytical assignments, while also championing new approaches and tools that solve problems and make services more efficient and effective.
As a performance-improvement champion at DOJ, you’ll work with other internal change agents to create a culture of continuous improvement and drive forward changes that increase organizational effectiveness. In this role, you’ll help create performance management systems to anticipate and address issues, provide improved oversight and support on implementation challenges, and aid the deployment of systems and tools that enhance cross-agency communication and coordination. You will also assist in comprehensive reviews, opportunity scans, and risk assessments of DOJ’s systems, conduct program evaluations and help ensure recommendations lead to improvements.

The Technology Delivery Unit is a new “tiger” team within CJIS that will report directly to the CJIS Director. It will be comprised of a stable of product & project managers that focuses on enhancing execution, helping to deliver on high priority tech initiatives, and implementing solutions to major IT and data challenges in criminal justice in California.
Under the general direction of the CJIS Director, the Operations Manager will be responsible for functioning as a highly-skilled, independent consultant and will establish and develop improved procedures and workflows that will impact the entire Department of Justice (DOJ). The Operations Manager will manage and maintain strong relationships with a broad set of stakeholders; consult with internal and external experts to generate innovative solutions and assess their feasibility; develop clear and appropriate implementation plans; monitor CJIS projects that cross Bureaus and impact other DOJ divisions; and keep the CJIS Director and all relevant stakeholders apprised of each project’s status.
